Medicaid provider tax rates are being capped at 3.5% for states who expanded Medicaid to 138% poverty level based on the ACA. They cap at 6% for states that didn’t.

Going after illegals.

So this provision and change doesn’t actually have anything to do with illegal aliens.

Medicaid is funded by the federal government. If California or any other states chooses to expand Medicaid coverage to undocumented immigrants, it must be done using state funds, as dictated by federal law, so states have been paying for it using their own funds.

States administer their own programs. Those programs are funded by both state and federal monies. California is extending Medicaid coverage (per California) through Medi Cal their Medicaid program.
