It's a start. I see absolutely nothing wrong with requiring those who receive public assistance from performing public work. Sitting on your ass should get you nothing more than the "right" to starve on you ass.
Unfortunately, public unions oppose non-union workers to pick up trash, etc.
There are any number of reasons why this has failed everywhere it's been tried not the least of which is if you put people to work, you have to pay them minimum wage.
If they are working, you have to pay someone to supervise, and record their hours.
It was also impossible to get enough work for all those who were required to work and it put others out of work.
Workfare has been a dismal failure everywhere it's been tried.
