So the story is that this is him just "negotiating". And yeah, that's most likely true. And unfortunately, it once again demonstrates how little understanding he has of the world and other world leaders. He thinks he can just bully these people like he could bully people in the NYC commercial real estate market.

Because he is completely transactional, he still thinks he can treat people like shit and say stupid things, and all will be forgotten in ten minutes. While that obviously works for his cult, it does not work with other world leaders, people who take things seriously because they understand their positions and responsibilities.
