I think you overestimate their abilities. They hit those targets because they miss targets nearby. Most of their destruction is caused by artillery which easier to target. Their missile systems generally suck ass.

I hear you, but I also notice that every time they miss they cause maximum carnage. After a while you have to accept that it is intentional. No one can be that far off, yet inflict that much damage over and over and over through dumb luck.

Damage they inflict on civilians only steels the resolve to fight on. They such at military targets and that is why they cannot advance past the first few weeks of the war. Their Navy is on the bottom of the Black Sea or hiding back in their homeports, afraid to go to sea.
