Ahh, no. Many artists use that technique, Bob Ross did it all the time. More commonly, the mask is used as a framing so that after creating a rough border, you can peel off the mask to give a smooth or clean circle or oval outline. Sometimes a tree or other object is added outside the framing that juts into and becomes part of the painting.

Further, where did the image of Trump come from? He might have sketched/painted that onto the canvas first before putting the mask over it, remember, the mask must perfectly fit Trump's outline to work.

So unless you can find similar large stick on Trump emblems with peel off mask, I would say yes, he probably really did paint it all.
