HHS provides healthcare to citizens. Healthcare is provided by need. Medicare to the elderly. Medicaid to the poor, mental health services to high risk groups like vets, lgbtq+, native Americans etc. the whole point is to make the best possible impact to those in need. Providing specialized care is a way to do that.
