There's no evidence that any of Swalwell's accusers went to the ethics committee with these complaints. They went to the newspapers instead.
If Pfizer pays off a bunch of bookkeepers who were molested by the head of accounting, I don't need to know that, the people running the company do so they can fire that expensive asshole. If my congressman is molesting a page, I need to know that, but the confidential slush fund keeps it from me.
