There are many people who simply are mentally/emotionally incapable of caring for themselves. They should absolutely be placed in competent, humane institutions where they will have shelter, proper nutrition, healthcare and protection from the drug dealers, etc. who prey on them. What should happen to them?
And if we restore vagrancy laws that prohibit permanent camping on public property--this is good for EVERYBODY--the alternative for the chronic homeless would be jail/prison. That certainly would be inhumane for those whose only crime is being incapable of caring for/providing for oneself.
For the truly poor, subsidized housing is a humane way to provide shelter for them and allow them to otherwise enjoy the liberty intended for all citizens capable of having it. DHS and HUD efforts to eject those ineligible for subsidized housing--that would be roughly nine million mostly illegal persons that were/are benefitting --will go a long way to help the mentally competent homeless among U.S. citizens get off the street.
