What should happen to them?
There are many people who simply are mentally/emotionally incapable of caring for themselves. They should absolutely be placed in competent, humane institutions where they will have shelter, proper nutrition, healthcare and protection from the drug dealers, etc. who prey on them.

And if we restore vagrancy laws that prohibit permanent camping on public property--this is good for EVERYBODY--the alternative for the chronic homeless would be jail/prison. That certainly would be inhumane for those whose only crime is being incapable of caring for/providing for oneself.

For the truly poor, subsidized housing is a humane way to provide shelter for them and allow them to otherwise enjoy the liberty intended for all citizens capable of having it. DHS and HUD efforts to eject those ineligible for subsidized housing--that would be roughly nine million mostly illegal persons that were/are benefitting --will go a long way to help the mentally competent homeless among U.S. citizens get off the street.

 
So lock them up in hospitals is your solution?
Commit them to a hospital where they can be treated for their mental health issues, get showers, meals and stay warm.

Then release them when they are healthy.

That's pretty much why all of the asylums were closed down 60 years ago. "She's mentally unstable with a rape fantasy. That's the fourth intern that she's accused of raping her."
Wow, where do you live? Remind me not to go to that state....didn't realize you all have a bunch of interns that like to rape people.

No, it is the fact the majority of the homeless are either mentally ill, or drug addicts.
And those who are mentally competent, not addicted are generally people of very limited income who can't afford the inflated housing in states like California but feel trapped there lest they lose their Medical or literally have nowhere else to go. The DHS/HUD efforts to eject some nine million illegals from subsidized housing will go a long way to helping those people be able to afford a house or apartment again.

Commitments for drug addicts and the mentally Ill. That's the start. That clears the system of the clogs caused by people that can't or won't use the voluntary systems put in place based on the wrong assumption that these people are just "down on their luck"
 
The big problem with homelessness is the lack of affordable housing. Our Republican governor just canceled the motel voucher program and put 800 families back on the streets.

Beside drugs and mental issues, a lot of the homeless can't afford the rent. A pod bed in L.A. is like +/- $1200 a month.
