you don't do one size fits all. Try to treat the drug addicts via commitment, same with the mental health ones.

I couldn't cost more than we are already spending mostly on government staffing.

Leave the housing and the work opportunities to the smaller numbers that are actually just down on their luck.

So what is your argument for not confining people to a competent humane institution when those people are incapable of taking care of themselves?

We have a loved one in an assisted living facilities as she is quite incompetent to care for herself, manage her meds, take are of her nutritional needs at this stage of her very long life. At times her mental fog makes her 'hate it there' and she begs to be taken out. Of course we don't do that and the fog clears and she is quite happy there again. Are we fascists for 'forcing' her to live there?
