Someone needs a civics lesson. Each state is responsible for the health, welfare, & safety of their citizens. That’s how our Constitutional Republic is set up. These governors have the resources & authorities already to take these steps. What they didn’t do is plan. That’s why each Governor is in the National Guard’s chain of command & why those units report to the Governors first & foremost. The states are responsible for establishing health codes & health licensing. The states are responsible for ensuring they have the resources needed to handle disasters within their borders. The question everyone should be asking is what are each states’ disaster plan & when was the last time they were looked at. The fact that these states are now scrambling shows how unprepared they were.
