Vote in person with few exceptions, the ONE vote by the President being one of them seeing as it would be a logistical nightmare to have the President of the US going to a public voting booth.

That's not what he said. Putin stated the truth when he said there are no other countries in the entire world that allow for mail-in ballots except for military and those who won't be around to go and vote in person. We've had that forever. But, there are ways to secure those votes.
