You are apparently mixing up issues here. Whether the government lets people in or not is not the decision of the countries of those people.
Opening the borders for them will cause more to come. And that issue was hot also before the Venezuelan crisis.

He was in office from 2017 to 2021. Here are his most notable measures against Venezuela:

• Naval blockade
• Told international business to either trade with Venezuela or the United States
• Banned US companies from doing business. Includes financial services like credit cards and even website hosting. Almost everything
• Funneled Venezuelan US revenues into the hands of Guaido and his criminal thugs and saboteurs
• Hired bounty hunters to get Maduro
• Hunted businessmen selling food to Venezuela
• Tried to go to war with Venezuela in cooperation with the Lima Group
• Used electronic warfare against Venezuela´s energy system
• His four years were all about Venezuela, not the American people
