Your link says that since Venezuela owes bondholders $170B, holding the money in neutral Qatar reduces the risk of seizure compared to holding the money on-shore in the US.

Seizure by the creditors. Really, seizure by the US on behalf of the bondholders. We probably have agreements with other countries which would allow them to stake claim to the funds if they were Venezuela oil sales dollars held in US accounts, just like we might file claim to money held by them.

Like say Iran owed us money and France had some Iranian money. We might make claim to the money, and France might seize it for us because we have agreements with them to do so.

(I am speculating, but I think that is the reason.)
