The problem with generals during peace time is, you don't know how they would perform during a time of war.

President Lincoln was all too aware of this problem as he went through general after general until he could find one that actually could fight and produce results.

But until a time of war, they are basically just political stooges.

Not if they have already been in command during a war or conflict and many of these men have.
