Only reference I've seen here is an article that answers none of those questions..........

If TRUE......IF........then it's probably from a foreign manufacture and the Feds are trying to make sure the U.S. gets it before another country..

This would avoid bidding wars as well as allowing poorer states to get their hands on some product so they aren't outbid by the more well off who will just buy the company out of stock.
