If Congress has authorized spending on something, that doesn’t mean. President is automatically (and robotically) required to just sign some checks. You moron.
Among other things, the spending bills out of Congress often come with terms and conditions. Therefore, a President is obligated NOT to spend the first penny (or nickel) unless those terms and conditions are satisfied.
Also, it may happen periodically that a spending authorization might conflict with some other previously passed law. Or it might require that certain previously imposed requirements be satisfied. Therefore, to properly discharge his duty to administer such spending, a President might need to investigate whether doing so would violate other laws.
Please sue your school district for educational malpractice. (Of course, in fairness to them, it’s obviously not their fault that your so retarded.)
