It is not 2016 thru 2019. ISIS is not centered in thei own caliphate in Syria and Iraq. They are dispersed with operations in Syria, Iraq, Afghanistan.
New strategies are needed.
Israel is more of a player than 2019.

They were never completely gone.
Trump lied when he said he eleminated ISIS.
He knocked them down but not out. Trump exaggerates everything.
