First they have to pass a law that allows the citizenship question on the census. Then, they have to decide whether to ask everyone, or just brown people, and will it be a simply yes or no question, or will a BC or passport be required? What if Mr. and Mrs. Whitepepo in Mississippi can't remember where their BCs are?
