The US Flag Code, while a law that basically SCOTUS shot down (on free speech grounds), is still followed as an act of tradition, rather than a law.

Not that Trump could do anything about Carter's 30 days, but he could limit the number of days say if Clinton kicked the bucket.

I'd say 10-days would be plenty long enough for a sitting or former POTUS.....Maybe they would put them in their resting place quicker without dragging it out.
