Alternate electors are legal and normal.
They are always picked when an election appears as it if might be close.

In reality most all the electors are selected prior to the election. It is also the reality that you vote for the slate of electors of your chosen candidate. If the GOP won those states, they already had the electors. If there had been a valid legal challenge ongoing at the time of the EC vote Like Hawaii had in it's first election, then, like Nixon did, the VP could be asked to choose. Point is, no party has to appoint new electors.
