Puerto Rico is not a "country". At least, not in the sense you are trying to use, i.e. it's not a nation-state. It is part of the United States. To say that Puerto Ricans don't pay federal taxes is a flat lie. Puerto Ricans pay federal income taxes, but widespread poverty results in a disproportionate number of Puerto Rican residents incurring no tax liability.
