They had to. The business community was demanding this precedent be reversed.

He broke no laws as anyone with a basic understanding of what CIVIL FRAUD means knew all along. This was a monumental waste of time and taxpayer money and a total abuse of power by a State Attorney General.It didn't stop him because no law prevents felons from holding federal office. Some laws are supposed to keep them off military installations, but Trump changed all that, and now they can. This thread is not about Trump breaking federal law, but state law.
The entire fine was voided. James and Engoron can't go back and impose another. The next level of appeal will void the entire case. The only reason the appeals court didn't, was it was fatally split and came up with the compromise of voiding the fine and tossing the case to the next level of appeal.There will still be a huge fine.

This ruling was by the Appellate Division of the Supreme Court of New York. They are not the states highest court, that would be the New York Court of Appeals which is over the Appellate Division.
The Appellate Davison is along the lines of the Federal District Courts of Appeal with the Supreme Court over them.
