To do that, we have to repeal the 16th amendment which allows the income tax. Then, we have to repeal the 17th amendment to put the senate back under control of the states.

Then congress can establish a budget, and collect the funds for that budget from each state, according to that state's population. Let the states figure out how to collect the necessary amount from their citizens. Having senators answerable to state legislators will tend to keep the federal budget low.

Well, if we eliminated tax expenditures, which I have been advocating forever, then we eliminate the incentive to bribe our politicians to put tax expenditures in the tax code. Instant campaign finance reform!

As for the 16th Amendment, I would favor repealing it if we replaced it with a Fair Tax with NO exemptions.
