LAWFULLY segregated and relegated black people to 2nd class citizenry, passed a slew of laws making it illegal for black people and white people to mingle, or marry, or for white people to sell their homes to black people in order to keep the white neighborhood whites. Banks wouldn't approve loans for black people in certain neighborhoods in order to keep them restricted to black only neighborhoods. This is called red-lining

Let's see what else did they do and have never atoned for? Originally excluding black people from the social security safety net by excluding entire industries (domestic workers and other laborers) after using racial discriminatory laws to restrict them into the these lower paying professions, there is more than one way to accomplish your goals.

But I don’t get what you think is supposed to not be happening? Landlords who have to deal with mainly black tenants probably have a real shitty time. Blacks do have the highest crime rates, unemployment, drug use rates, and dare I assume delinquency in paying rent rates.
