That has been the law in California for as long as I can remember.

That's why California, along with New Jersey, Maryland, and a couple of other states that I can't readily recall were the last remaining holdouts in the nation when it came to issuing of concealed carry permits. These states were considered "may issue" as opposed to almost all of the rest of the nation's state which were/are "shall issue". Shall issue means if you meet the statutory requirements, the state is required to issue a license to you ("shall issue). May issue however means the license can be issued or denied completely at the discretion of the issuing agency which is usually the sheriff's office for the country where you reside. For the state of California that essentially meant "NEVER".
