Russia has never in its entire history been a democracy. The power of the czars was overturned by a Bolshevik Revolution that brought the dictator Lenin followed by a worse dictator Stalin to power. Between the two of them millions were murdered or forced to starve or succumb to the elements.

Gorbachev was possibly the best of the lot in the succession of leaders following Lenin and he was the last leader of the USSR regimes. Yeltzin was supposed to be the new beginning, the 'democratic reset' but he turned out to be authoritarian and brutal toward any opposition too and he chose Putin as his successor and we all know how that is going. Totalitarianism has been Russia's history for a very very long time.
