repenting what has been done, and actively doing what is right are not necessarily the same thing.
One must make amends. That's in the spirit of repenting.

in Judaism, repentance has a number of steps, but that is still different from then actively doing "right" things. Not that I do "wrong" things again, but I do nothing. Repentance doesn't demand that you go out and sin no more.
