Yes they can .
There is no requirement in the Constitution that the state legislature even has to allow EC electors selection by a vote of green oriole. They can direct appoint before Election Day, the could even choose by rounds of rock-paper-scissors if they wanted.
Read the Constitution, the method of selecting EC electors is up to the legislature, no vote required.

They have to define the law PRIOR to Election Day.
You say a vote happened by the designated day and they changed the law after the election retroactive. They can’t do that, agreed.
What I’m saying is the CAN change the method of EC electors selection PRIOR to Election Day and under the Constitution they get to determine the method of selection. B and it doesn’t have to be a vote by the people.

No. What’s protected is a Republican firm of government, not a direct democracy.
The voters elect their state legislature, the state legislature then creates law. That is a Republican form of government where the voters select a person to act in there stead.

Get company says the EC electors will be selected by the winner of the polar vote.
That states general b election votes are included in the overall count, they are not ignored.

None of the states that agreed to the compact actually followed it in 2024

If you had read the compact and the laws passed by the various legislatures…
You would know the compact doesn’t become effective until the the EC count of the joining states equals the threshold of EC votes need to select the President through the EC.
So the NPV was not triggered in 2024.

No once the state decides popular vote is the method for election, they can't then negate that vote because other states didn't vote the same way.
