That anomaly in Michigan happened because 60 percent of the votes were mailed in and Republicans prior to the election did not want absentee ballots processed until the polls closed at 7pm.

At one point, around 3:30 - 45 trays, each tray holding roughly 300 ballots, for a total of between 13,000 and 14,000 ballots arrived at a major vote counting center in Detroit.
