The owner of the land prior to 1949 was the LoN as set out in INTERNATIONAL LAW. The arab muslim had no Palestinian citizenship, only mandate citizenship until 1948. Their nationality was unknown as they were itinerant migrants .

Under the mandate the British were to assist the people of Palestine to RESURECT THE NATIONAL HOME OF THE JEWS. There is no mention of any arab national home in Palestine at any time during the mandate. WHAT IS MENTIONED IS THE CREATION OF NATIONS FOR THE ARAB MUSLIMS IN IRAQ, SYRIA AND TRANS JORDAN.

But there was already. When Palestine was separated from Turkey it already had international borders. The last border was defined with Tranjordan in 1922. The borders with Lebanon, Syria, and Egypt were already determined by previous treaties. The 1949 UN armistice agreements confirmed the continued existence of these international borders.

International legal norms, and the Treaty of Lausanne both said that the normal inhabitants would have Palestinian nationality and be citizens of Palestine.

The mandate document called Palestine a country ten times.

Any external interference with that country is illegal.
