I would agree if you insert another word... "continued"
The continued actions of one mod reflect...
And this is why you have to have a tiered system, a hierarchy.
A site this large needs a couple top-tier mods who rarely, if ever moderate members. Their job is to set policy and moderate the moderators. Tough job, let me tell you.
I obviously don't know the relationship between the site owners and the mod staff specifically, but they are limited and are not given much controls. So there is that.
Guess what I am saying is there will always be biased mods. It's less of a reflection of what they do as what is the reaction of higher mods, and in relation to what powers they are given
