In honor of US Surgeons General, and in particular Dr. C. Everett Koop, here now and forever more we recognize Oct. 14th as Surgeons General Day. The day of Dr. Koop's birth (instead of his death, his birth is more important.)
 
Alas, we don't have Surgeon General now. We can't get one confirmed. Obama's nominee has the same views on gun control as most Americans, hence he's unacceptable to the NRA, hence the Republicans are blocking the confirmation.

Don't need one sitting to make a holiday or proclamation though.
