Tell me something, if all foreigners, aliens, were included as being exceptions and not included in all persons, then why oh why would Howard need to even mention alien ambassadors or foreign ministers and their families??? If it read as you say, they would have been included in all aliens and foreigners and not need special mention.

And, who would be included in ALL PERSONS in your head? The children of all citizens born here, are already automatic citizens...SO who are the ALL PERSONS?
