That outlay brought the total American outlay to $88 billion over the past two decades on building up the Afghan security forces. All that money has only managed to build an army that continues to struggle against the Taliban, losing much of the countryside to the lightly-equipped fighters.

This is true. Their military men told stories of how the money was hoarded by the government and they didn't even have ammo for their weapons. It seems almost impossible today to have a government that isn't crooked anymore, including the US.
