It won't continue. Americans simply aren't programmed for prolonged restrictions and government heavy-handedness, whatever the reason for it. It's not in our culture, and it's not in our nature. If the politicians and bureaucrats aren't asking themselves, "At what point do the economic damages outweigh the potential health risks, and what other ways can we balance the two?" then the people will start asking those questions and making those calculations for themselves.
