He seems to be suggesting that raging about America's racism problem can be redirected toward America's 'perceived' enemies.
First off, America doesn't really have any military enemies it didn't invent itself.
And second, the US military can do nothing about America losing the economics battle that America created for China by allowing big business to scurry off to China for China's more lucrative marketplace.

China, Russia, Iran, and other peaceful countries will continue to upgrade their military defensive capabilities, and formidable capabilities they are!

The U.S. military as always been a "giant social experiment," seeing as how its members represent all kinds of Americans and probably is the first opportunity that new service members have had to meet and work with Americans who are not like them in some way. Hawley is a right-wing nutjob. Breitbart is, well, Breitbart. I'm sure that the Pentagon brass are well aware of the current world situation. Many of them can walk and chew gum at the same time.
