There is no way that can ever legally be changed in a republic, because the rights of individuals are paramount, and cannot be violated by anyone less than a judge.

Getting a building permit does not cause you harm, and instead is to help defend you against your own mistakes.
But if the building permit is being denied to you, that could be harmful and does require judicial due process.

There is nothing harmful that can be done without the courts.
