I have seen a half dozen of these balloons from China over the years, here in the states(Alaska), and in both Iraq and Afghanistan, its how they roll! They are piloted just as any drone is, remotely, and perhaps via preprogrammed GPS coordinates, they are prop driven, or did you think the Chinese just let em loose and its just a matter of wherever the ******* wind blows???
