AND? Could China not launch a thing that gently floats above a state for days? You could launch that thing from any backyard in the US.

Suitcase Nuke over center of Country =EMP
A miniature nuke isnt going to produce a large enough EMP radius to cover the US. Even a large EMP blast would only be a few hundred miles at best, though possibly much smaller. Its all theoretical, so no one really knows.
