They could have been in compliance and there would be no issue.

It absolutely is. Foreign companies need to bring in their own people to assist with the setup of these plants and training our workers on their processes.

If they can’t do that, their plants aren’t going to be built.

The current system makes it almost impossible to get the people into the country they need to set the plant up.
