Lets assume some didn't have the correct visas. And? DO you want a plant hiring Americans or not? Wouldn't it have been better to have them get the correct worker visas for the construction period and monitor it properly?

The South Koreans were about installing, setting up, and configuring the high tech systems for production.

There are American's that can build the plant structure.

This was about the the tech going into the plant.
