Thats a great question.
I think that its easy for lawyers to prosecute those who have physically entered the capitol.
But to prosecute those who werent physically involved, but instead organized, takes more time for the legal work and investigations.
We would need to know if Rhodes is responding to subpoenas and cooperating with investigators.
