USAID was created under the Foreign Assistance Act of 1961, and later by act of Congress (The Foreign Affairs Reform and Restructuring Act of 1998, 22 U.S.C. 6501 et seq.) established USAID as its own agency. In a section titled “Status of AID” (22 U.S.C. 6563) it states:

So, if Trump can destroy and gut USAID why not any other federal agency? Why not dissolve and gut Social Security, Medicaid or Medicare? He has the power according to MAGAs.

The executive branch of the US government is not a business. Federal agencies are created by statute, signed into law by the presidenrt and are funded by Congress. A president can nominate its heads, but cannot dissolve those agencies nor change their missions without Congressional approval.They are a part of the executive branch, President Trump is in charge of the executive branch.
