If there can't be a Capitalist Government and there can't be a Socialist Government, that means that there can't be a Socialist Country go belly up, now doesn't it Dorathy (and your little dog too). Now, if a country fails as a Republic or a Fascist or a Dictatorship or a Oliarchy because it went broke because it chose to utilize the wrong economic system by either going too far as a Capitalist or Socialist then, yes, then it could be said. But the fact remains, there are NO Socialist Governments, and never have been. The problem Venzeuala had was it was going broke because it was being run into the ground in the 2000s by corrupt Capitalists where the leaders were just raking it in and then it was replaced by an equally corrupt Oliarchy that allowed corrupt Social Programs that started out good under Chavez but when he died, Maduro turned it into the same corrupt thing that it was when it was under Capitalism. What did the two have in common that made both of them fail? Corruption. The old Federal Republic that served so well for so long that finally failed in Venzeuala failed because of corruption. The Oliarchy that failed in the 2000s failed because it turned to corruption when Chavez died and Meduro took over.

Total Government Control isn't Socialism. That's Communism. Marx had a bold plan on paper. It just never worked. Communism (I.E. Communes) only works in very small communities. I know of only one that actually exists and it's existed far longer than Marx. And that is a Koisk in Israel. Communism is similar to Democracy where each person has one vote. But the difference is, under communism, everyone owns everything as a group. Under Democracy, you will have private ownership with nothing group owned. Both of these are failures once you reach a certain level of complexity. But they are both forms of Governments that we borrow from to make up more complex forms of Governments like Federal Republics, Fascism, Social Democracies, Oligarchies, Monarchies, and yes, even Dictatorship. Socialism is an economic model and ALL successful Governments do use parts of Socialism to some degree to make their countries operate on a day to day basis. Without it, you wouldn't have any roads, schools, lights, heat, bridges, and you would be invaded by your neighbor about every 7 years and have to learn a new language over and over again.

...the only other one I am aware of is the 60's and 70's that resulted in sky rocketing drug use, the ugliest war since the civil war, a demanding of keeping ones morals to themselves, skyrocketing teenage pregnancy and a recession that almost gave us a venezuelan/USSR/cuban/cambodian.etc. type of collapse had Reagan not returned us to normalcy/capitalism.
