Those who are competent in the English language will see that Trump is speaking of a past tense and the "owned" is his opinion on influence or lobbying skill.
It is not a legal or authorized ownership as in possession, just influence.
Much in same manner as many will claim Big Oil or Big Pharma "own" Congress.
