Two contributing factors, as far as I can tell. First: the enviromentalists refuse to acknowledge that forest management should include cleaning up the slash and dead trees. Second: allowing everyone and their pet dog to sue the power company for every fire. Of course, not compensating for man-made limitations and working to clear up what Nature would clear up means that there is tons of fuel for fires. The shut-off of power during hazardous conditions should mitigate the possibility of fires started by power lines, etc.
