It wouldn’t be hard to enforce at all. Stop SNAP and provide food in kind, like from a food bank. Same for clothes. Stop providing money or things that can be converted to money.

As an aside, the reason why food stamps were replaced with cards is that some people were doing that. I used to know a guy in the Guard who would trade cash for food stamps at 50 cents on the dollar.

That isn't good enough, they want to ban poor people from buying snacks, too.
