Banks saw this as a way to increase profits. So they issued loans to low income earners along with Fannie May and Freedie Mac. Then we had defaults. This lowered the economy. It took awhile because not all loans were defaulted on at the same time. That gave the democrats someone to point a finger at and claim their economic policies caused the problem.
