A YouGov poll conducted earlier found that 75% of Britons believed that the Russian state was behind the Skripal poisoning, while just 5% said they thought Russia was innocent. But the sheer volume of Russian disinformation being exported abroad remained a major cause for concern, said one EU official who works on the issue but was not authorised to speak about it publicly.

It's pretty clear that these photos are different places.

The second photo has something red in the bottom right corner.
The first has something black in the top left hand corner.

The lights in both photos are acting differently.

It's clear this is the same sort of thing Russia always does. Puts out something to try and claim that it could potentially be a lie, because they know the free press in the west will say it, and that conspiracy theorists will go wild and do the work for the Russians.

This is the most obvious. The Russians released this, which meant Putin agreed. But now the Russians agree that MH17 was shot down by a SAM and not a fighter jet. So we know this is a doctored image.

When you have 100% proof that this is what the Russians do, you can see the patterns.

With the MH17 case there was plenty of evidence that could point to such tactics. Also in the case of assassination attempts in the UK and Russia, it's the same stuff.
