I was a Personnel Staff NCO of a Support Brigade in Vietnam and was responsible for reviewing All awards and decorations applications for three battalions so I have first-hand experience with this.

And yes it WAS that easy! I am willing to bet it was the same for Iraq and Afghanistan. It's just the way the military works.
